Abstract

Los esfuerzos por incrementar el compromiso público en la gobernabilidad y el suministro de servicios públicos son generalizados aunque la confusión permanece, así como sus propósitos, utilidad y ámbito. Este artículo se basa en la teoría democrática para diagnosticar las fallas recurrentes del compromiso público. En particular busca comprender la aparente falta de interés público en dichas iniciativas. El artículo comienza con una clarificación de por qué buscamos el compromiso público y cómo estas razones deberían influenciar la selección de métodos. Luego examina el creciente impacto de la teoría y la práctica deliberativa en el diseño y localización de iniciativas de compromiso. Tres ámbitos distintos para el compromiso público son entonces explorados, sus fortalezas y debilidades analizadas y su capacidad de comprometer activamente al público evaluado. Estos son: la entrega real de servicios, el entorno de los objetivos de servicio y la promulgación de la responsabilidad pública. El artículo sostiene que el compromiso público con iniciativas de gobernabilidad democrática aumenta claramente cuando una mezcla creativa de métodos participativos más tradicionales y más deliberativos son utilizados y cuando los ámbitos de su utilización son cuidadosamente delineados. Este cuidado, en efecto con las interacciones de la ciudadanía con su gobierno, es visto como necesario para la democracia representativa para ser legitimado y efectivo y es aquí ofrecido como una réplica de aquellos que no abandonarían el compromiso público sobre las bases engañosas de la inutilidad o la pereza de la ciudadanía.
