Abstract

The key thesis of the monograph is that, despite a rhetoric of social inclusion, social (and criminal justice) policy under New Labour is increasingly characterized by risk management strategies which serve to identify, label and control/exclude potentially risky populations, often in the absence of actual displays of anti-social or criminal behaviour. This process is described as ‘pre-emptive criminalization’, and is principally explored through a case study which analyses changes in mental health policy over the past 50 years. It is in the arena of mental health policy and legislation, the author argues, that we most clearly witness the state’s attempts to ‘fence off and neutralize’ members of (actuarially defined) high risk groups in the name of ‘public protection’.
