Abstract | This chapter examines the development of the NATO–Russia relationship from its inception at the end of the Cold War up to the aftermath of the Russian invasion of Ukraine in 2022. Different theoretical positions provide context for the relationship’s evolution. The relationship itself is seen as falling into five distinct phases. Despite many sources of tension, the relationship was resilient up until the Russian annexation of Crimea in 2014. It fell into mutual antagonism thereafter. When and if conditions allow for a return to cooperation between the West and Russia (a possibility linked to the course of the war in Ukraine), NATO will be central to that process. |
