Stephen is a Reader in Law at the University of Westminster, based in Westminster Law School. He specialises in disability law and legal education, with expertise in these areas. His research interests include inclusion, equality law more broadly, and academic integrity. His scholarship expertise lie in Contract Law and Consumer Law. Stephen has held several leadership roles at Westminster Law School, including strategic lead for Equality, Diversity and Inclusion (EDI), Academic Integrity Lead, School Disability Tutor, Quality Lead, and Outreach Lead.
Outside of Westminster Law School, he is currently Co-Chair of the university's BME Colleague Network, Programme Lead for the UoW Black History Year Create Programme and Institutional Academic Integrity Lead. He also serves on the Black History Year Steering Group for the university. Stephen was an elected staff member of the Academic Council for his college (Liberal Arts and Sciences) from 2021 to 2024. He is Chair for Academic Misconduct Panels at the university and is a learning and teaching and EDI representative for university and external course validation panels. During the academic years 2021/22 and 2022/23, Stephen was seconded to the Centre for Education Teaching and Innovation (CETI) as an Academic Professional Development Fellow.
Stephen acts as a consultant expert for the UK Quality Assurance Agency (QAA) and is also a QAA Reviewer. He was a member of the QAA Academic Integrity Advisory, involved in steering the work on remote proctoring and digital security with the QAA. Additionally, Stephen is an ADR-ODR International accredited Civil and Commercial mediator.
Stephen holds and has held several external positions, including external examiner, external course validation panel member, and external consultant for various higher education providers. He serves on the Board of Directors for the International Center for Academic Integrity (ICAI). He is also the Co-Chair for Inclusion London and a founding member of the Association for Rental Living Equality, Diversity and Inclusion Committee. Stephen is a founding member of the Intersectional DPO Forum for Disability Rights UK. He is also a founding member of the London and South East Academic Integrity Network (LSEAIN), where he was previously chair and founder of the International Contract Cheating Day Working Group.
His passion for innovative approaches to learning, teaching and assessment is demonstrated in the final year My Graduate Journey module he convened with Professor Andreas Philippopoulos-Mihalopoulos, the final year module of the Westminster Law School, which leads to a Final Year Degree Show. He has led several undergraduate (core and elective) modules and has extensive experience in curriculum development and inclusive curriculum design. Stephen works collaboratively with students to ensure curriculum design is inclusive through student-staff partnerships. He was a recipient of a Westminster Learning and Teaching Excellence Team Award (WLTEA) with Professor Andreas Philippopoulos-Mihalopoulos in 2022 for his contribution and leadership to innovation in teaching and learning on the My Graduate Journey module.
Stephen’s research and scholarship interests predominantly focus on disability law, inclusion, equality law, legal education, contract law, and academic integrity. He is a consultant editor for a leading contract law textbook: Elliott and Quinn: Contract Law. Stephen is an active PhD supervisor and welcomes potential research student enquiries in his research areas.
