Abstract

This report presents the consolidated opinion of the Commission Expert Group for the New European Bauhaus (NEB) Facility on priority areas and funding for the roll-out of NEB projects. Integrating the strategic focus of Mandate 1 with the financial focus of Mandate 2, it proposes guiding rationales for prioritising NEB roll-out actions under three specific objectives: transforming places with communities, supporting innovation, and enabling change. The report maps funding mechanisms across private, national, and EU sources; analyses barriers and lessons from the first generation of NEB projects; and presents a preliminary strategic framework for context-sensitive prioritisation. It argues that success depends on layered and hybrid finance, strong community stewardship, municipal capacity, and shared standards, and that finance becomes transformative only when combined with design quality and democratic governance.
