| Abstract | Policy inspection is imperative for improving input versus output-based performance in the field of science and technology. Considerable energy is being invested to establish new plans, with about 90 mid- to long-term plans focusing on science and technology being finalized every year. The government's R&D investment is also expected to continue to increase, reaching nearly 30 trillion won by 2022. However, the efforts and resources introduced into the development of science and technology have yet to achieve satisfactory outcomes. Accordingly, it is imperative to introduce a system to check the implementation of policies related to science and technology at the national level. This research aims to establish an evaluation system for policy implementation that reflects the characteristics of the science and technology field with the following flow. |
